The University of Louisville (UofL) is working to set up real-time flood monitoring systems in waterways throughout Eastern Kentucky in hopes of improving flood models, response times, and flood management.<\/p>\n<p>A key part of this is studying headwater streams in hopes of understanding some of the complexities of these understudied waterways. (Credit: Anju Thapa, MS student at UofL)<\/span><\/p><\/div>\n<h3><span style=\"color: #808080;\">FLASH and CLIMBS: Monitoring Flooding in Appalachian Streams and Headwaters<\/span><\/h3>\n<p>Mahoney\u2019s current research is in part an extension of his early work at the University of Kentucky, where he worked with his advisor, Jimmy Fox, to complete his Master\u2019s and PhD before becoming a postdoc with the US Environmental Protection Agency (USEPA) as an Oak Ridge Institute for Science and Education (ORISE) fellow.<\/p>\n<p>With the USEPA, Mahoney worked with Jay Christensen, Heather Golden, Chuck Lane, Grey Evenson, and others to improve understanding of headwater stream systems and hydrology, specifically related to the Clean Water Act (CWA) and the Waters of the US (WOTUS) rule.<\/p>\n<p>Today, Mahoney is working with researchers at UofL, as well as other universities, including the University of Kentucky, Eastern Kentucky University, Marshall University, and West Virginia University, on the Flooding in Appalachian Streams and Headwaters (<a href=\"https:\/\/scholars.uky.edu\/en\/projects\/collaborative-research-rii-fec-the-flooding-in-appalachian-stream\/\" target=\"_blank\" rel=\"noopener\">FLASH<\/a>) Initiative, which has three broad goals.<\/p>\n<p><a href=\"https:\/\/www.nsf.gov\/funding\/opportunities\/epscor-research-infrastructure-improvement-program-focused\" target=\"_blank\" rel=\"noopener\">Funded<\/a> by the NSF Established Program to Stimulate Competitive Research (EPSCoR), the first goal is to understand when, where and why floods\u2013specifically flash floods\u2013are occurring in small headwater streams throughout Appalachia. Mahoney, Omid Ghasemi-Fare, Estifanos Haile, Chris Barton, Mindy Armstead, Jimmy Fox, and Kenton Sena lead this effort.<\/p>\n<p>Second is to try to help communities integrate some of the flood monitoring and prediction technology that UofL is developing, and create a blueprint for communities to be more resilient to floods. This effort is led by participatory action researchers and social scientists, including Mary Brydon-Miller, Stephanie Grace Prost, Nico Zegre, Bradley Wilson, and others.<\/p>\n<p>Finally, the initiative seeks to increase education related to floods and communities, primarily through middle and high schools. (Credit: Ridwan Nur \/ UofL)<\/span><\/p><\/div>\n<p>FLASH is occurring in tandem with another local project that is funded through the EPSCoR Track-1 program, Climate Resilience Through Multidisciplinary Big Data Learning, Prediction &amp; Building Response Systems (<a href=\"https:\/\/scholars.uky.edu\/en\/projects\/ky-epscor-fy25-climate-resilience-through-multidisciplinary-big-d\/\" target=\"_blank\" rel=\"noopener\">CLIMBS<\/a>).<\/p>\n<p>CLIMBS has similar goals to FLASH, but looks more broadly at \u201chow we can better monitor and predict climate disasters across Kentucky, both now and in the future,\u201d explains Mahoney.<\/p>\n<p>While the goals of both projects are similar, FLASH has a larger focus on improving the understanding of hydrologic processes in headwater systems, which have been largely understudied in the US, according to Mahoney.<\/p>\n<p>He explains, \u201c<a href=\"https:\/\/doi.org\/10.1038\/s44221-024-00351-1\" target=\"_blank\" rel=\"noopener\">Over 70%<\/a> of all stream network length worldwide is made up of headwaters. So, the majority of our streams are headwaters. (Credit: Anju Thapa \/ UofL)<\/span><\/p><\/div>\n<h3><span style=\"color: #808080;\">Flood Monitoring Stations<\/span><\/h3>\n<p>Nearly twenty monitoring stations are set up throughout Eastern Kentucky, equipped with a variety of sensing equipment that monitor changes in the waterway. More will be installed in the coming years.<\/p>\n<p>A majority of these stations include a <a href=\"https:\/\/www.fondriest.com\/solinst-levelogger-5-ltc-water-level-conductivity-loggers.htm\" target=\"_blank\" rel=\"noopener\">Solinst Levelogger 5 LTC<\/a> or <a href=\"https:\/\/www.fondriest.com\/solinst-levelogger-5-junior-water-level-loggers.htm\" target=\"_blank\" rel=\"noopener\">Levelogger Juniors<\/a>, and a <a href=\"https:\/\/www.fondriest.com\/solinst-barologger-5-barometric-pressure-logger.htm\" target=\"_blank\" rel=\"noopener\">Barologger 5<\/a>, which have onboard data logging. Two of these sites are also integrated with the <a href=\"https:\/\/www.fondriest.com\/solinst-levelsender-5-cellular-telemetry-system.htm\" target=\"_blank\" rel=\"noopener\">Solinst Level Sender 5<\/a> for remote data access.<\/p>\n<p>There are also several real-time flow monitoring systems equipped with a <a href=\"https:\/\/www.fondriest.com\/nexsens-x3-environmental-data-logger.htm\" target=\"_blank\" rel=\"noopener\">NexSens X3 Data Logger<\/a> and a <a href=\"https:\/\/www.fondriest.com\/geolux-non-contact-level-sensors.htm\" target=\"_blank\" rel=\"noopener\">Geolux Non-Contact Level Sensor<\/a>. One of these stations includes a <a href=\"https:\/\/www.fondriest.com\/ysi-exo2-multi-parameter-water-quality-sonde.htm\" target=\"_blank\" rel=\"noopener\">YSI EXO2 Multiparameter Sonde<\/a> that measures specific conductance, temperature, pH, dissolved oxygen, and turbidity.<\/p>\n<p>Data from the NexSens system is streamed in real-time to <a href=\"https:\/\/www.fondriest.com\/nexsens-wqdata-live-web-datacenter.htm\" target=\"_blank\" rel=\"noopener\">WQData LIVE<\/a>, where Mahoney and other community members can view data and receive alerts when flood conditions are present.<\/p>\n<p>Mahoney also notes that there are several <a href=\"https:\/\/www.fondriest.com\/hobo-rx3000-weather-station-starter-kit.htm\" target=\"_blank\" rel=\"noopener\">HOBO weather stations<\/a> and <a href=\"https:\/\/www.fondriest.com\/hobo-rain-gauge-smart-sensor.htm\" target=\"_blank\" rel=\"noopener\">rain gauges<\/a> paired with <a href=\"https:\/\/www.fondriest.com\/hobo-microrx-station.htm\" target=\"_blank\" rel=\"noopener\">HOBO MicroRX Stations<\/a> for real-time weather data access.<\/p>\n<div id=\"attachment_40574\" style=\"width: 950px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-40574\" class=\"wp-image-40574 size-full\" src=\"https:\/\/news.fondriest.com\/wp-content\/uploads\/2025\/11\/Mahoney_PXL_20250618_202507760_ForWeb.jpg\" alt=\"Cowan Creek monitoring site, equipped with Geolux non-contact flow sensor and EXO2 sonde, telemetered via NexSens X3. (Credit: Ridwan Nur \/ UofL)<\/span><\/p><\/div>\n<p>This combination of water level, weather, and water quality measurement is key to understanding flood dynamics and impacts. While weather data can give a window into conditions that trigger floods and the expected hydrology, water quality measurements\u2014specifically turbidity\u2014document the transport of sediment.<\/p>\n<p>\u201cSo with flooding, the most immediate dangers are obviously high water levels and velocities, which can pose immediate threats to life. But with big floods, there\u2019s also a lot of sediment transport that occurs,\u201d explains Mahoney.<\/p>\n<p>He continues, \u201cAnd knowing which specific tributaries are contributing that sediment is helpful, because we know that sediment is a non-point source pollutant that can cause problems with ecosystems as well as for communities.\u201d<\/p>\n<p>Influxes of sediment can clog up drinking water intakes, resulting in limited access to resources until the blockage is removed.<\/p>\n<p>\u201cOur <a href=\"https:\/\/www.fondriest.com\/news\/buoy-based-solutions-strengthening-kentuckys-emergency-response-efforts.htm\" target=\"_blank\" rel=\"noopener\">emergency management office<\/a> here in Kentucky will often see issues with drinking water following maybe four or five days behind a big flood. And so, understanding sediment transport with these sensors is a very important part of community response to floods,\u201d adds Mahoney.<\/p>\n<h3><span style=\"color: #808080;\">Highlighting the Community Aspect of Flood Response<\/span><\/h3>\n<p>Monitoring site locations are selected not only on the basis of answering the scientific questions asked under FLASH and CLIMBS, but also based on proximity to communities.<\/p>\n<p>&#8220;We try to choose locations that are nearby folks in the community\u2013places where people might be able to come and see our sites and access the data,\u201d explains Mahoney.<\/p>\n<p>Some of these sites are located near community centers or schools in order to increase community involvement and education surrounding flood monitoring.<\/p>\n<p>He continues, \u201cWe really try to get community input whenever we\u2019re choosing our sites. We want to make sure that the places that we\u2019re monitoring are meaningful to the community.\u201d<\/p>\n<p>Local coordinators like James Stapleton, Watershed Coordinator for the Cowan Community Center, and Valerie Horn, Director of the Cowan Community Center, have been instrumental in helping Mahoney figure out where exactly to install sensors throughout the North Fork of the Kentucky River watershed.<\/p>\n<p>Ensuring that the data collected by the network is accessible and understandable to the public is at the forefront of the initiative. (Credit: Tyler Mahoney \/ UofL)<\/span><\/p><\/div>\n<h3><span style=\"color: #808080;\">Flood Research and Making a Difference<\/span><\/h3>\n<p>Ultimately, Mahoney and the FLASH and CLIMBS teams hope that the projects will improve public understanding and flood resilience. In particular, the data collected by the stations will be input into flood prediction models to investigate which of the many available models is best.<\/p>\n<p>Improved models will not only give researchers like Mahoney and his team a better idea of flood and headwater dynamics, but also create a safer system for stream- and river-side communities in the region.<\/p>\n<p>Mahoney stresses that the multi-agency and university collaboration, as well as student and community involvement, are essential to the initiatives\u2019 success.
