It has an expansive watershed and is an important natural resource for millions of Floridians.<\/p>\n<p>Overseeing this river and its connected waterbodies is the <a href=\"https:\/\/www.sjrwmd.com\/\" target=\"_blank\" rel=\"noopener\">St. Johns River Water Management District<\/a>, a state environmental agency committed to protecting the watershed. It\u2019s one of <a href=\"https:\/\/floridadep.gov\/owper\/water-policy\/content\/water-management-districts\" target=\"_blank\" rel=\"noopener\">five water management districts<\/a> in the state, but it manages the state\u2019s longest and arguably most important river.<\/p>\n<p>The watershed contains a variety of ecosystems, and managing it is a balancing act, according to the Director of the Division of Water Resources, Erich Marzolf. (Credit: St. Johns River Water Management District)<\/span><\/p><\/div>\n<h3><span style=\"color: #4d4d4d;\">Monitoring in the St. Johns River Water Management District<\/span><\/h3>\n<p>The District commits significant time and resources to monitoring its region, which includes 18 counties stretching down the Atlantic Coast. Marzolf, who started work there in 1994, has seen this work firsthand over the decades.<\/p>\n<p>\u201cWe have a large ambient <a href=\"https:\/\/www.sjrwmd.com\/data\/\" target=\"_blank\" rel=\"noopener\">water monitoring network<\/a>, and we start with the water cycle you learned in grade school,\u201d Marzolf says.<\/p>\n<p>He explains that they monitor everything from rain showers to surface runoff, and aquifer recharge to freshwater discharge into the Atlantic. The District uses these data to undertake a variety of projects, from ecosystem restoration to canal engineering, hoping to improve the watershed\u2019s aquatic resources.<\/p>\n<p>The District\u2019s broad goals can be broken down into core missions. \u201cWe have four core missions: water supply, water quality, flood protection, and natural systems,\u201d says Marzolf.<\/p>\n<p>To protect the water supply, the District monitors groundwater levels. It also ensures that natural water sources like springs and aquifers remain open, and monitors water levels to track recharge.<\/p>\n<p>The District\u2019s flood protection work, meanwhile, incorporates many disciplines. (Credit: St. Johns River Water Management District)<\/span><\/p><\/div>\n<p>They also work with the US Army Corps of Engineers to maintain flood canals and pursue ecological restoration of the St. John River\u2019s vast floodplain wetlands to enhance natural flood protection.<\/p>\n<p>The latter also incorporates their natural systems\u2019 work, as the management District has an interest in nearly <a href=\"https:\/\/www.sjrwmd.com\/lands\/\" target=\"_blank\" rel=\"noopener\">800,000 acres<\/a> of land. Marzolf explains that they\u2019ll buy and restore degraded land or partner with private landowners to enhance ecosystem services that benefit their core missions.<\/p>\n<p>Touching on all of these missions is the District\u2019s water quality work, where some of its most intensive monitoring occurs.<\/p>\n<p>\u201cWe have a very large water quality network, it\u2019s about 410 stations that we adjust as needed, a combination of ambient sites, as well as some sites that are there to monitor projects,\u201d Marzolf explains.<\/p>\n<p>These surface water sites require a team of scientists to visit them for monthly or biweekly samples, using <a href=\"https:\/\/www.fondriest.com\/ysi-exo2-multi-parameter-water-quality-sonde.htm\" target=\"_blank\" rel=\"noopener\">YSI EXO2 sondes<\/a> to measure important water quality parameters. Marzolf says the District also monitors the water quality of the <a href=\"https:\/\/floridaswater.maps.arcgis.com\/apps\/MapSeries\/index.html?appid=e0919db458dd45beb8ed25447f68ef14\" target=\"_blank\" rel=\"noopener\">Floridan aquifer<\/a>.<\/p>\n<p>\u201cWe have a large network of monitoring wells to help us assess the water levels and water quality in the aquifers, and those are really important for us, because the vast majority of the public in our district gets their potable water from groundwater,\u201d Marzolf says.<\/p>\n<p>He explains that these are often remote subsurface sites, continuously uploading data using pressure transducers, <a href=\"https:\/\/www.nexsens.com\/products\/data-loggers\" target=\"_blank\" rel=\"noopener\">data loggers<\/a>, powered by solar energy.<\/p>\n<p>All of the monitoring data is <a href=\"https:\/\/www.sjrwmd.com\/data\/water-quality\/\" target=\"_blank\" rel=\"noopener\">made public<\/a>, helping Floridians and their lawmakers understand how to use the state\u2019s resources. (Credit: St. Johns River Water Management District)<\/span><\/p><\/div>\n<h3><span style=\"color: #4d4d4d;\">Ecosystem Restoration and Water Management Projects\u00a0<\/span><\/h3>\n<p>When the St. Johns River Water Management District is tasked with restoring a nutrient-impaired lake, river, or estuary, Marzolf says they approach it with a \u201cdiet, exercise, and physical therapy\u201d mindset. Understanding the waterbody\u2019s water quality is key to this.<\/p>\n<p>One of their first restoration projects began decades ago in Lake Apopka, which feeds into a St. Johns River tributary just north of Orlando.<\/p>\n<p>In the mid-1900s, the fourth-largest lake in the state was a major tourist attraction. However, intensive agriculture on isolated and drained floodplain wetlands on its north shore caused an influx of phosphorus, leading to algal blooms. These blooms shaded the submerged vegetation that was critical habitat, sustaining the lake\u2019s world-class fishing and hunting.<\/p>\n<p>In response, and with direction from the state legislature, the District bought nearly 20,000 acres of farms on the north shore. Returning this area to wetlands dramatically reduced the phosphorus loading to the lake, a key to the \u201cdiet\u201d.<\/p>\n<p>On a portion of the former farms, the District constructed a <a href=\"https:\/\/www.sjrwmd.com\/waterways\/lake-apopka\/marsh-flow-way\/\" target=\"_blank\" rel=\"noopener\">recirculating filter wetland<\/a> that continuously removes algae and sediments from the lake\u2019s water. (Credit: St. Johns River Water Management District)<\/span><\/p><\/div>\n<p>\u201cThat combination of putting the lake on a phosphorus diet, implementing &#8216;exercise&#8217; projects to remove legacy phosphorus, and knowing when to implement \u2018physical therapy&#8217; projects has resulted in a dramatic improvement in water quality and habitat,\u201d Marzolf says.<\/p>\n<p>He thinks that the District\u2019s holistic approach to watershed management\u2013buying land, restoring ecosystems, and monitoring water quality\u2013is key to success stories like Lake Apopka. Now, Marzolf says fishing tournaments have returned to Apopka, and lakes downstream also have improved water quality.<\/p>\n<p>Moreover, although the management district covers vast inland water resources, they also manage estuarine areas.<\/p>\n<p>One of these is the <a href=\"https:\/\/www.sjrwmd.com\/waterways\/indian-river-lagoon\/\" target=\"_blank\" rel=\"noopener\">Indian River Lagoon<\/a>, just east of the St. Johns River near Melbourne. For decades, man-made canals have been channeling freshwater runoff from thousands of developed acres into the biodiverse estuary, impairing its water quality and salinity.<\/p>\n<p>So, the district worked with state and local partners to install an operable weir and pumps in the <a href=\"https:\/\/www.sjrwmd.com\/projects\/crane-creek-m1-canal-flow-restoration\/\" target=\"_blank\" rel=\"noopener\">M-1 Canal<\/a>. Marzolf says this allows them to capture runoff and pump it into a stormwater area, before routing the water west to the St. Johns River through District-owned marshland.<\/p>\n<p>The <a href=\"https:\/\/www.sjrwmd.com\/projects\/crane-creek-m1-canal-flow-restoration\/\" target=\"_blank\" rel=\"noopener\">district estimates<\/a> annual nitrogen and phosphorus loads to the lagoon will be reduced by 24,000 lbs. and 3,100 lbs., respectively, while returning about seven million gallons per day of freshwater to the St. Johns River, a \u201cwin-win\u201d for both ecosystems.<\/p>\n<p>The project was completed in August 2025, and now the District is conducting water quality monitoring to document the project\u2019s efficacy.<\/p>\n<p>\u201cIn the Indian River Lagoon, we have a network of seven continuous water quality sites,\u201d Marzolf explains. \u201cSo we have towers built out in the lagoon where we&#8217;ve got sondes that are providing <a href=\"https:\/\/secure.sjrwmd.com\/aqportal\/Data\" target=\"_blank\" rel=\"noopener\">continuous water quality data<\/a> on multiple parts of the complex lagoon.\u201d<\/p>\n<p>The towers are equipped with <a href=\"https:\/\/www.fondriest.com\/ysi-exo2-multi-parameter-water-quality-sonde.htm\" target=\"_blank\" rel=\"noopener\">YSI EXO2<\/a> sondes measuring multiple parameters, including <a href=\"https:\/\/www.nexsens.com\/handbook\/3-7-chlorophyll-and-blue-green-algae.htm\" target=\"_blank\" rel=\"noopener\">chlorophyll<\/a> and <a href=\"https:\/\/www.nexsens.com\/handbook\/3-4-turbidity.htm\" target=\"_blank\" rel=\"noopener\">turbidity<\/a> concentrations.<\/p>\n<div id=\"attachment_40866\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-40866\" class=\"size-full wp-image-40866\" src=\"https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb.jpg\" alt=\"A District scientist conducts water quality sampling.\" width=\"800\" height=\"800\" srcset=\"https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb.jpg 800w, https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb-300x300.jpg 300w, https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb-600x600.jpg 600w, https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb-150x150.jpg 150w, https:\/\/news.fondriest.com\/wp-content\/uploads\/2026\/02\/Marzolf_St.-Johns-2_ForWeb-768x768.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-40866\" class=\"wp-caption-text\"><span style=\"color: #808080;\">A District scientist conducts water quality sampling. (Credit: St. Johns River Water Management District)<\/span><\/p><\/div>\n<h3><span style=\"color: #4d4d4d;\">The Importance of Water Management and Data Collection\u00a0<\/span><\/h3>\n<p>Marzolf says that the management district\u2019s decisions are made with Northeast Florida\u2019s communities in mind, both natural and human. The data that the District collects is most useful when it helps the public make decisions or is transformed into unique conservation solutions.<\/p>\n<p>The District\u2019s public outreach and free data bolsters collaboration.
